本周最值得关注的不是又一条 Robotaxi 视频,而是「临时封闭」和「夜间静止目标」被写成可引用的监管文件。Waymo 在 Part 573 里承认高速施工区识别问题并召回;NTSB 把两起 BlueCruise 夜间追尾静止车写进公路调查报告,NHTSA EA25001 仍未结案。公开资料还不能证明系统导致了每一例碰撞。对 OEM 安全与规划团队,短期应核对:高速 ODD 是否包含未照明静止车和匝道封闭。

1. Waymo 召回 26E035:高速施工区与匝道封闭

发生了什么

Waymo 向 NHTSA 提交召回 26E035:2026 年 4 月 11 日与 19 日,具备高速无人能力的车辆未识别匝道封闭标志,驶入凤凰城预定施工区;5 月 18 日旧金山湾区又有 7 辆车在锥桶封闭时驶入施工车道。公司随后限制高速运营,6 月 8 日决定召回,6 月 16 日开始更新 ADS 软件。公开文件未报告人员伤亡。

为什么重要

这是编辑判断:L4 高速运营把「临时封闭的语义」从边缘场景变成规模化缺陷。召回口径比单条 SGO 更有用——公司承认的是施工区识别与优先级,而不是「无人车撞了东西」。

仍待确认

召回文件用 “and/or” 同时写「未识别施工区」和「不恰当地优先规避其他危险」,没有给出单一失效模块。修复后的高速运营覆盖范围也未在第一方页面逐城列出。

2. Ford BlueCruise 入矩阵;NTSB 写下两起夜间静止目标致死

发生了什么

OpenADAS 本周把 Ford BlueCruise 写入能力矩阵:预审定 Blue Zone 高速公路脱手、驾驶员须持续注视,不支持城区领航。NTSB HIR-26-02 记录两起 2022 Mustang Mach-E、BlueCruise 开启、碰撞前无制动或转向的夜间追尾:2024-02-24 圣安东尼奥 I-10,对方驾驶员死亡;2024-03-03 费城 I-95,两人死亡。圣安东尼奥案的可能原因包括驾驶员分心、过度依赖脱手辅助,以及系统(含 AEB)未能检出前方静止车辆。NHTSA EA25001 仍在进行。

为什么重要

这是编辑判断:两周内两起「夜间、高速、静止目标、无制动记录」足以让「脱手 L2 的 ODD 是否包含未照明静止车」成为监管问题。矩阵行存在,是为了把能力边界和调查事实放在同一参照系,不是为了给 BlueCruise 打分。

仍待确认

费城案不应直接套用圣安东尼奥的可能原因。EA25001 尚未给出缺陷或召回结论。Ford 官方页面确认 1.5 的 Automatic Lane Change 目前只在部分车型,不是全系同步。

3. 宝马 Highway Assistant 凭 DCAS 扩至欧洲 20 余国

发生了什么

宝马 2026-05-13 新闻稿称,Highway Assistant 已累计超过 2 亿公里脱手行驶;新一代系统凭 UN R171 DCAS 认证从德国扩展到欧洲 20 余国,并在导航激活时提供入口到出口辅助。OpenADAS 把该系统单列为一行:高速脱手至 130 km/h、须注视道路;7 系德国 Personal Pilot L3(拥堵至 60 km/h)不并入本行。

为什么重要

这是编辑判断:欧洲脱手 L2 的竞争轴正在从「谁先拿到一国豁免」转到「谁能在 DCAS 下跨境铺开」。它与 Mercedes Drive Pilot(可脱眼 L3、限定 ODD)不是同一 SAE 等级,不能横比「谁更自动驾驶」。

2025-03-29 德上高速:小米 SU7 施工改道后碰撞起火

  • 场景:施工区 + 临时改道 + 夜间;系统状态:disengaging(公司数据:告警后约 1 秒驾驶员接管);结果:致命,三人死亡
  • 核实等级:official(公司公布车端时间线;召回是另一次监管动作)
  • OpenADAS 提示:可引用的是「施工改道、告警到碰撞只有数秒、接管后仍未避免」。市场监管总局召回写的是部分极端场景可能不足,没有把该起事故列为已确认缺陷案例。不要把「NOA 曾开启」写成「系统导致三人死亡」。

Editor’s note

The most consequential development this week was not another robotaxi video, but that temporary closures and nighttime stationary targets became citable regulatory records. Waymo’s Part 573 filing admits a freeway work-zone recognition problem and a recall. NTSB documented two BlueCruise nighttime rear-end crashes into stopped vehicles; NHTSA EA25001 is still open. Public evidence does not show that the system caused every collision. For OEM safety and planning teams, the near-term check is whether a highway ODD includes an unlit stationary vehicle and a closed ramp.

B. Key Developments

1. Waymo recall 26E035: freeway work zones and ramp closures

What happened

Waymo filed NHTSA recall 26E035 after 11 and 19 April 2026 events in which freeway-capable driverless vehicles missed ramp-closure signs and entered planned work zones in Phoenix. On 18 May, seven vehicles in the San Francisco Bay Area entered a coned-off lane. Waymo restricted freeway driving, decided on a recall on 8 June, and began an ADS software update on 16 June. The filing reports no injuries.

Why it matters

Editorial view: freeway L4 turns temporary-closure semantics from an edge case into a scaled defect. The recall language is more useful than a single SGO row: Waymo admitted a work-zone recognition and priority problem, not merely that a robotaxi hit something.

What remains unclear

The filing uses “and/or” for failing to recognize the work zone and inappropriately prioritizing other hazards. It does not isolate one failed subsystem. Post-fix freeway coverage is not listed city by city on a first-party page.

2. Ford BlueCruise enters the matrix; NTSB records two nighttime stationary-object fatalities

What happened

OpenADAS this week added Ford BlueCruise to the capability matrix: hands-free only in prequalified Blue Zone highways, eyes on the road, no urban NOA. NTSB HIR-26-02 records two nighttime rear-end crashes of 2022 Mustang Mach-E vehicles with BlueCruise on and no recorded braking or steering: 24 February 2024 on I-10 in San Antonio (one fatality) and 3 March 2024 on I-95 in Philadelphia (two fatalities). For San Antonio, NTSB’s probable cause includes driver distraction, overreliance, and the system—including AEB—failing to detect the stationary vehicle ahead. NHTSA EA25001 remains open.

Why it matters

Editorial view: two fatal, nighttime, highway-speed crashes into stationary objects with no recorded braking, two weeks apart, make “does hands-free L2’s ODD include an unlit stopped vehicle?” a regulatory question. The matrix row exists so the capability boundary and the investigation sit in one reference system—not as a score.

What remains unclear

Do not copy the San Antonio probable-cause language onto Philadelphia. EA25001 has not issued a defect or recall finding. Ford’s official page says Automatic Lane Change in 1.5 is limited to certain models, not a fleet-wide rollout.

3. BMW Highway Assistant expands across 20+ European countries under DCAS

What happened

BMW’s 13 May 2026 press release said customers have driven more than 200 million kilometres hands-free. The new generation, approved under UN R171 DCAS, is expanding from Germany to more than 20 European countries and adds entry-to-exit support when navigation is active. OpenADAS lists this as its own row: hands-free on motorways up to 130 km/h with eyes on the road. The Germany-only 7 Series Personal Pilot L3 (traffic jam up to 60 km/h) is not merged into that row.

Why it matters

Editorial view: the European hands-free L2 contest is moving from one-country exemptions to cross-border DCAS rollout. It is not the same SAE level as Mercedes Drive Pilot (eyes-off L3, limited ODD). Do not compare them as “who is more autonomous.”

What remains unclear

Availability and limits may differ by country. Later markets such as the UK are described as forthcoming, not as a completed fleet-wide switch-on.

  • Scenario: cones / barriers (SCN-OBJ-CONE); system: engaged; outcome: property damage; reports say no injuries
  • Verification: single_source
  • OpenADAS note: passenger video plus media paraphrase supports “the vehicle went through bollards and kept going.” It does not establish a perception miss or a planning defect. A duplicate report of the same event is archived.

2025-03-29 De-Shang expressway: Xiaomi SU7 crash and fire after a work-zone diversion

  • Scenario: work zone + temporary diversion + night; system: disengaging (company data: driver took over about 1 second after the warning); outcome: fatal, three deaths
  • Verification: official (company timeline; the recall is a separate regulatory action)
  • OpenADAS note: what is citable is the work-zone diversion, the few seconds from warning to impact, and that takeover did not prevent the crash. The SAMR recall says performance may be insufficient in some extreme scenes; it does not list this crash as a confirmed defect case. Do not write “NOA was on” as “the system killed three people.”

E. Regulation & Deployment
